Welcome to the Texas Insurance Intercept public information site. Our core mission is to improve children's economic security by obtaining child support obligations and payments. Even though there are many collection remedies available to our office, an intercepted insurance settlement may be the only way a family can recover years of unpaid child support.
Texas Family Code §231.015 provides for a mandatory insurance claim reporting program. This section and Texas Family Code §157.317 were amended in 2011 to include all types of insurance and annuity policies and products. To implement this requirement, rules have been published in the Texas Administrative Code beginning at 55 TAC 601. Links to these statutes and rules can be found via the Laws link for Texas. These laws and rules allow the State of Texas to encumber a claim, judgment, or settlement that is property of the obligor.
Working with the Child Support Lien Network (CSLN), Texas is making delinquent child support obligor information available to insurance companies with several options available. Submission and matching of multiple claims at one time is an option. The information is also available on a secure Internet website that allows you easy access when processing individual insurance claims. When a claim is made and reported, if child support is overdue, CSLN will send you a legal notice requesting that you withhold delivery or distribution of the funds until you receive notice that distribution is appropriate.
