Child Support Lien Network – InsurersISO ClaimSearch/CSEA and Child Support Lien Network (CSLN) Work Seamlessly TogetherWhen a company submits a bodily injury (liability or workers' compensation) claim to the ISO ClaimSearch database, the system checks the claimant against the CSLN database, which contains data on more than 3.7 million delinquent child support obligors, in 30 states, that owe over $74 billion. If the claimant matches an obligor in the CSLN database, CSLN is alerted. CSLN verifies the accuracy of the claim and contact information and then notifies the appropriate Child Support Enforcement Agency. The verification saves insurers and states valuable time and resources by eliminating claims that may result in unnecessary liens. Once a state receives the verified match results they then decide whether a lien should be placed on the settlement. The insurer is not required to take any further action unless notified by the state. The 30 states participating in the CSLN program are: The states of Rhode Island, New Jersey, Pennsylvania, Oklahoma and Massachusetts have specific mandates for claims reporting. Of these five, only Massachusetts does not participate in the ISO CSEA/CSLN program. Participation in CSEAThe cost of participation in the ISO CSEA/CSLN program is included in the annual ISO ClaimSearch Casualty fee; there are no additional charges for companies using the CSEA service. At present, over 60% of the industry in direct written premium participates in the ISO CSEA/CSLN program in one or more states. The service is also open to third-party administrators, also at no additional cost. Company participation in the child support program is voluntary in 26 of the 30 CSLN states. We believe that the more companies that participate in the CSEA/CSLN program, the better the program can assist child support enforcement agencies across the country in their efforts to benefit children.
