Welcome to the Child Support Lien Network

Insurance Industry Outreach

Welcome to the Oklahoma Department of Human Services’ Child Support Enforcement Division’s (OCSS) Child Support Lien Network. Our mission is to establish, monitor and enforce the financial responsibility of parents for their children.

Although we use many collection methods, intercepting an insurance settlement may be the only way a family can recover years of unpaid child support. That is why we are requesting your company’s help in a new project. Your company can help us secure more child support for the children of Oklahoma by participating in this new initiative.

In cooperation with several states, Oklahoma is making past due child support obligor information available to insurance companies. This information is available on a secure Web site that allows you easy access when your company is processing insurance payments.

This Child Support Lien Network Web site was designed, developed and tested in Rhode Island, along with the help of insurance companies across the nation. A pilot test of the Web site in Rhode Island has shown insurance industry payments can greatly improve many children’s financial situations.

Oklahoma law mandates that past due child support is a lien on all property of the person ordered to pay support, including claims made for personal injury or property damage. If child support is past due from one of your claimants, we will send your company a legal notice of lien. This notice will request that any payment include OCSS as a joint payee and that your payment center withhold delivery or distribution of the funds until your company receives notice from OCSS that distribution is appropriate.

Please find enclosed material with our contact information and an explanation of how your company may use the Web site in assisting us in collecting past due child support. The Web site contains information about those obligors that are not current on their child support. The site may be accessed at www.childsupportliens.com.

We are confident your staff will find this Web-enabled application to be a fast, and easy to use process that should be a good fit with your company’s technology.

Your cooperation and participation will help us extend more financial support to more young lives in Oklahoma. On behalf of those children who will benefit from this new program - we thank you for your efforts.

Sincerely,
