State of New Jersey Continues to Collect Millions in Child Support with CSLN

The Original Public/Private Partnership Awards Four

The State of Rhode Island-Office of Child Support Services proudly announces the inaugural recipients of the Child Support Lien Network- Partnership Award - an insurance company, two insurance trade associations and a state agency.

Providence, RI – (April 27, 2009)-Back in 1999, the State of Rhode Island, Office of Child Support Services teamed with the property and casualty insurance industry to create the Child Support Lien Network (CSLN). This solution proactively provided a nationally recognized and approved public/private solution to the issue of how to intercept certain insurance settlements to pay delinquent child support obligations.

This year is the 10th anniversary of the program so it is appropriate and respectful to recognize the four groups whose outstanding leadership and cooperation allowed CSLN to grow and be as successful as it is today.

  • Insurance Company Recipient (Private) – CSLN is fortunate and proud to currently have over 1,200 insurance companies doing all that they can for our nation’s children. But there is one company in this group that has participated on a scale unmatched by the others. States in the Child Support Lien Network have collected an estimated 100+ million dollars from this insurance company –an amazing amount! On a daily basis, this company demonstrates outstanding social responsibility to CSLN. For their community commitment and outstanding results a 2009 Partnership Award is presented to the:

Liberty Mutual Group

  • Insurance Trade Association Recipients (Private) – Once it was realized that the Rhode Island child support solution could work on a national basis, these two trade associations were heavily involved in providing insurance industry-level support and management of the issues which led to the creation of CSLN. Later they led in the creation of supportive legislation and actions with states and member insurance companies to expand and grow this unique, largely voluntary, public/private partnership which has collected an estimated $500+ million dollars. For their outstanding leadership and cooperation a 2009 Partnership Award goes to both the:

American Insurance Association (AIA)

and the

Property Casualty Insurance Association of America (PCIAA)

  • State Agency Recipient (Public) – This state began its involvement in the Child Support Lien Network in 2003. It fully embraced the program and helped maximize the collection potential of CSLN by providing significant input into the creation of the quality assurance procedures and developing of internal documentation and controls that was shared with other states to improve their use of CSLN. This attention to detail has led to the collection of over $42 million dollars-the most of any state. Without the energy and initiative demonstrated by this state, the CSLN process would not be as effective and efficient as it is today. For these outstanding efforts and collection results a 2009 Partnership Award is given to the:
  • Texas Office of the Attorney General-Child Support Division.

Congratulations and thank you to all the recipients! Their involvement in the maturation of CSLN shows the impact influential parties can have on society when they work to understand each other and act in concert.

The recipients will receive their awards at the 5th Annual Rhode Island Child Support Conference on May 18th, 2009.
