Review of Iowa CSLN Experience

In September 2004, the CSLN team prepared a report for the State of Iowa summarizing the results of their CSLN experience for the first six months of participation in the insurance settlement intercept process. Approximately 71,000 NCP Records with over $1 Billion in arrears has been maintained in CSLN since Iowa’s startup. Iowa has an active Workman’s Compensation (WC) insurance intercept program; when already known WC matches are identified by CSLN, they are closed as “(Income Withholding) IW Already in Place”. Two of Iowa’s neighboring states, Illinois and Missouri, are also participating in the CSLN, allowing the potential of increased regional insurance participation and a wider net to capture more insurance settlements.

The state of Iowa has realized collections on 56 matches of Iowa NCPs to active open insurance claims. The state of Iowa has reported to CSLN that 24 of the matches produced lump sum payments, while 32 matches produced periodic payments. Multiple matches on cases usually are a result of insurers making initial payments and final payments on a claim, while the periodic payments usually indicate it is a WC type of claim with a protracted payout schedule over the course of the disability of the worker.
