Together We Can Conquer the Last Frontier

To increase support collected on behalf of children and families, President Bush proposed new initiatives and legislation within his 2004 Budget for the Child Support Enforcement Program to enhance and expand the existing automated enforcement infrastructure at the federal and state levels. This proposal is now part of the Temporary Assistance for Needy Families (TANF) Reauthorization Bill HR4 currently before Congress. In Health and Human Services Secretary Tommy Thompson’s speech concerning the President’s Fiscal 2004 budget for Office of Child Support Enforcement (OCSE), he discussed the proposal for the Federal Parent Locator Service (FPLS) that would allow matches with insurance settlement databases. The proposal would enable FPLS to conduct matches of delinquent obligors with pending insurance claims and settlement databases in order to assist states in identifying claimants who owe pastdue support, while providing insurers with non-liability provisions for their cooperation. Due to CSLN’s established partnerships with the major insurance companies and their trade associations, CSLN is now the premiere source for meeting and exceeding the federal government estimates for insurance intercept collections in the next five years. The CSLN management is very excited about any opportunity to work with OCSE, the FPLS, ALL states, as well as our nations insurers in the implementation of a national insurance claim intercept program that will amply serve the needs of both the public and private sectors. And, as the network grows, the costs to participate will be significantly less.

CSLN’s growing reputation for its industry-friendly implementation has allowed it to successfully partner with our nation’s largest insurers without the need for stringent new laws and regulations. As a move towards a federal mandate for insurance intercept becomes a reality, CSLN stands ready, willing and able to become an integral partner in any new federal process through expansion of this preferred enforcement remedy.

Conquering perhaps the last big frontier available to the child support community hasn’t been easy. Establishment of a national insurance claim intercept program that could provide an estimated $1.8 Billion in child support arrearage collections every year for hundreds of thousands of children who are owed past due support is no small task. This endeavor wouldn’t be complete without certain struggles, obstacles, and challenges that have become part of the journey. Establishing a national insurance claim intercept program, possibly the last frontier that can significantly improve collections on the more than $90 Billion that is owed in past due support to our nation’s 20 million children, will be an exciting challenge.
