The Child Support Lien Network Expands Again!

We are pleased to welcome two new member states: Virginia and Iowa. With the addition of these two states, the CSLN now has over 1.8 million non-custodial parents owing past due child support payments who are matched daily against pending liability and workers compensation insurance claims for the purpose of intercepting such claim settlements.

Virginia began receiving insurance claim matches in July 2003. Iowa followed, with their first matches arriving August 25, 2003. These two states are good examples of the flexibility that CSLN provides to states as they implement insurance claim intercept as a new child support enforcement solution.

• Virginia has opted to receive match information electronically. The match data is imported to their statewide system, and is available online to local child support workers.
• Iowa, in turn, accomplished a very rapid implementation – they began receiving match information via a CSLN secure web site designed specifically for their state within 4 weeks from the time they signed a CSLN Interagency Agreement. Getting the project off to a quick start was a high priority for Iowa’s Child Support Enforcement team, and they were able to receive matches and begin placing liens against these claims earlier than their September 1 target date!

The CSLN has also seen increased participation by major insurance companies this year, with record numbers of insurance claims passed on to states. The positive, working relationship with the insurance industry is highly valued by the child support enforcement workers in the CSLN member states.
